At Grassroots Level:

WHR organizes single women in the VDCs and ward level in a group. These groups are trained in capacity building such as saving and credit, advocacy, skill development training in Income Generating Activities (IGA). These groups have social mobilizers taking classes to these single women members. The single women groups are doing different campaigns in the local level to organize single women in groups believing group is strengthened.
 

At District level:
After the formation of single women groups in the VDCs and ward level, the executive committee of the single women district committee is formed. The executive committee of district comprises of single women representatives from the single women groups. The capacity building training to single women in the district are provided by single women district committee. At district level the single women groups work in close coordination with local level bodies and local stakeholders.
 

At Regional Level:
As the process of decentralization, WHR is adopting the strategy to work through the regional networks. Each regional network is responsible for coordinating with the districts and monitoring the districts functions within that region. Along with, it also bears the responsibility to lobby the issues of single women regionally to the central level. Regional level functions as the mediator between districts and the central level.
 

At Central Level:
WHR in the central level has been lobbying and advocating for the issues of single women from the central level. It has also been able to change some major discriminatory policies against single women from the country code. Central level coordinates with the regional level for the functioning and the issues of single women in region. WHR in the central works in close coordination with the national level government agencies and bodies along with the civil society organizations, international NGOs and media for mainstreaming single women in the development.
 

At South Asian Regional Level:
WHR also functions as the secretariat of South Asian Network for Widows’ Empowerment in Development (SANWED). The active organizations of South Asian Region working on the issues of widowhood are the network members. Through this network, the issues of widows in South Asia and global region are being lobbied and advocated to SAARC and international committee.
 

At International Level:
WHR has an ever expanding network. In order to address the issues of the rights of the single women at a global level, WHR has also been taking initiative of establishing WHR International Chapters in different countries.
