As the process of decentralization, WHR is adopting the strategy to work through the regional networks. Each regional network is responsible for coordinating with the districts and monitoring the districts functions within that region. Along with this, it also bears the responsibility to lobby the issues of single women regionally to the central level. Regional level functions as the mediator between districts and the central level.

The organization has established five regional offices in five development regions. Division of work among the region, capacity building of the districts and to rank the regional network in a leading position are the major objectives of the regional network.
